2004年1月国务院常务会议讨论并原则通过了《中长期铁路网规划》,其中,明确了我国高速铁路发展规划。该规划提出,到2020年,全国铁路营业里程达到10万千米,主要繁忙干线实现客货分线,建设客运专线1.2万千米以上。2008年,国务院根据我国综合交通体系建设的需要,对《中长期铁路网规划》进行了调整,确定到2020年,全国铁路营业里程达到12万千米以上,建设客运专线1.6万千米以上。根据《中长期铁路网规划》,我国高速铁路发展以“四纵四横”为重点,构建快速客运网的主要骨架,形成快速、便捷大能力的铁路客运通道,逐步实现客货分线运输。
2004 January State Council executive meeting discussed and approved in principle the “long-term railway network planning”, which clearly defined the development plan of China’s high-speed railway. The plan proposes that by 2020, the national railway business mileage will reach 100,000 km, and the major busy trunk lines will realize the passenger-cargo division and the construction of more than 12,000 km of passenger dedicated lines. In 2008, the State Council adjusted the “Medium and Long-Term Railway Network Plan” in accordance with the needs of the construction of China’s comprehensive transportation system. It determined that by 2020, the national railway business mileage will reach more than 120,000 km and the passenger dedicated line will be built more than 16,000 km. According to the “Medium and Long-term Railway Network Planning”, the development of China’s high-speed railway will focus on “four vertical and four horizontal”, construct the main skeleton of rapid passenger transport network, and form a fast, convenient and large-capacity railway passenger transportation channel, transport.
