我们正处于世纪之交的重要历史时期。世界科学技术发展日新月异,科技、经济交流与合作日益密切,高科技成果迅速向现实生产力转化,高新技术产业在整个经济中的比重不断增大。面对这种形势,许多国家都在制定面向21世纪的发展战略,抢占科技制高点。这对我们既是发展的机遇,又是严峻的挑战。必须清醒地看到,我国现代化建设虽然取得了举世瞩目的成就,但是国民经济整体素质和效益不高,经济结构不合理的问题仍然比较突出。因此,适应世界科学技术加快发展和世界经济结构加速重组的趋势,充分发挥市场和社会需求对科技进步的导向作用,依靠科技进步促进产业结构的优化升级,推动经济结构的战略性调整和经济增长方式的根本转变,提高国民经济的整体素质和效益,增强国际竞争力,是摆在我们面前的一项重要战略任务。
