集团公司提出的加强领导班子“五种能力”建设的总体要求,对于推进集团公司的可持续发展有着十分重要的意义。五种能力之间紧密联系、互相依存,其中坚持未雨绸缪、善解矛盾,提高处理突发事件、维护安全和稳定的能力是前提;坚持科学发展观,提高应对市场变化、引领企业发展的能力是核心;坚持集思广益、民主集中,提高科学、民主和制度化决策的能力是关键;坚持党的宗旨、保持共产党员先进性, 提高拒腐防变的能力是保障;而坚持继承创新,提高带好队伍、培育先进企业文化的能力则是基础。实践证明,企业文化在凝聚人心、鼓舞士气、塑造一流的企业形象,推动企业持续发展中发挥着越来越重要的作用。
