3月上旬,全国政协委员、中国电力投资集团公司(以下简称“中电投”)总经理陆启洲对媒体宣布,中电投将在今年启动混合所有制改革,将允许民资参股部分中电投旗下子公司和建设项目,民资参股比例将达三分之一。陆启洲强调,民资可以参股和投资中电投旗下的所有业务,中电投不会在业务上给民资设立苛刻的限制。毫无疑问,这是今年二月中石化宣布放开油品销售业务,引入社会资本与民营资本,实行混合所有制经营,在电力行业引起的连环反应。

Undoubtedly, this is the chain reaction that Sinopec announced in February this year that it liberalized its oil sales business and introduced social capital and private capital to implement mixed-ownership operations in the power industry.
