有史以来,“时间”的重要性日益增长,对其精度的要求也越来越高。起初以地球自转作为计算秒的基准就够了。后来建立了精确测量时间基准的确切定义。根据地球绕太阳旋转计算出的“里历表——秒”制成能调整到石英固有振荡频率的石英钟,人们用它在三十年代发现天体时间的波动。
