我国后勤体制改革的实质是适应社会环境的变革、调整体系结构、优化体系功能、提高社会竞争力,在为实现国家发展战略目标提供优质服务的前提下,推动后勤服务体系的快速高效发展。我国新世纪社会发展战略的需求性与现代国际竞争的新格局,决定了我国后勤体系改革的基本方向是后勤服务的社会化。社会化发展方向的实现,需要历经后勤体制改革的起步探索阶段,企业机制运营试点阶段,及体制逐步到位、整体企业化、规模化和规范化经营等阶段。近十几年来,随着我国社会体制改革的深化,后勤体系改革也经历了起步探索、人事制度改革、分配制度改革、经营承包制以及事业单位企业机制运行等改革试点。应当说,取得了丰富的改革成果,积累了深化改革的有益经验。就改革的方向与进程而言,不同行业或不同部门的改革进程确实有所差异,但从总体上判断,应当肯定后勤改革基本完成了起步探索和企业化运营试点阶段的改革任务,尚待进入整体企业化的体制改革阶段,为后勤转制为规范的市场竞争主体,完全融入市场竞争轨道铺平了道
The essence of our country’s logistics system reform is to adapt to the changes in the social environment, adjust the system structure, optimize the functions of the system and enhance the social competitiveness. We should promote the rapid and efficient development of the logistics service system on the premise of providing quality services to achieve the strategic goal of national development. The demand of our country’s social development strategy in the new century and the new pattern of modern international competition determine that the basic direction of the reform of the logistics system in our country is the socialization of logistics services. The realization of the socialization direction needs to go through the initial exploration stage of the reform of the logistics system, the pilot phase of the operation of the enterprise mechanism, the gradual attainment of the system, the overall enterpriseization, large-scale and standardized management. In the past decade or so, with the deepening of the social system reform in our country, the reform of the logistics system has also undergone reform pilot projects such as initial exploration, personnel system reform, the reform of the distribution system, the operating contract system, and the operation of the enterprise and public institutions. It should be said that rich achievements in reform have been achieved and valuable experiences in deepening reform have been accumulated. As far as the direction and process of reform are concerned, the process of reform in different industries or sectors does indeed vary.
