世纪之交的去年 12月中旬,由中国(海南)改革发展研究院主办的中国企业职工持股制度建设国际研讨会在海口市举行。来自国内外的一百余位各界人士出席了这次盛会,共同研讨中国职工持股的制度化、规范化建设问题。本刊特约撰稿人聂正安教授也应邀出席本次会议,参与了会议期间的专题研讨和讲学活动。 中国职工持股的兴起有着十分深刻的背景。随着中国转轨进程的加快,广泛调整利益关系,正确地整合利益群体,已日益成为中国改革进入深层次阶段的突出矛盾。在这样一个大的背景下,职工持股、股份合作制在中国一经出现,就表现出制度变革的鲜明特色。正是基于此,本刊特地围绕这一主题,组织了这一期的“决策沙龙”,期望对密切关注我国职工持股问题进展的本刊广大读者能够有所裨益。
At the turn of the century, in mid-December of last year, an international seminar on the construction of employee shareholding system for Chinese enterprises hosted by China (Hainan) Reform and Development Institute was held in Haikou. More than 100 people from all walks of life both at home and abroad attended the grand meeting to discuss the institutionalization and standardization of the shareholding of Chinese workers. The author of this article, Professor Nie Zheng'an, was also invited to attend this meeting and participated in the symposium and lecturing during the conference. The rise of China's employee stock ownership has a very profound background. With the acceleration of the transition process in China, the extensive adjustment of interest relations and the correct integration of interest groups have increasingly become the prominent contradictions of China's entry into the deep-rooted stage of reform. Under such a big background, employee stock ownership and joint-stock cooperative system appear distinctive features of system reform once they appear in China. It is on this basis that this magazine specially organized this issue of “Decision Salon” around this theme and hoped that it would be beneficial to the readers of this magazine who pay close attention to the progress of the employee stock ownership issue in our country.
