After the opening of the country door to China, foreign exchanges have become increasingly frequent, and people in China have come to realize the importance of dispatching foreign students to study abroad. From 1896 onwards, government-funded students and their own students study in Russia to learn languages and “real learning.” During their stay in Russia, they accepted the dual management of the Russian school authorities, their ambassadors to Russia, and the study tour supervision. After returning from studies, those who passed the examination were entrusted with the official post. Despite the small number of students studying in Russia, it has played an active role in diplomatic and cultural exchanges with Russia.
