学前教育公共服务体系是在学前教育领域内,基于公平、公益、普惠的价值追求,在政府主导下,由市场、社会等多元主体参与,为全体公民提供多样化学前教育服务的制度安排和系统组合,包括价值理念体系、组织制度体系和服务实践体系三部分。其中,价值理念体系强调公平、普惠的价值导向,关注政府执政的服务取向,以覆盖城乡、布局合理为政策追求目标;组织制度体系强调强有力的行政组织架构、完备的制度设计和追踪公民需求的管理取向;服务实践体系重在界定提供学前教育服务的主体的责任边界,关注服务提供方式的转轨,强调公共服务的效果评价。
