目的通过对河北省省、市、县(抽查)三级卫生行政、放射卫生机构和医疗机构核和辐射应急资源调查,了解我省核和辐射事故医学应急能力。方法以普查和抽查相结合,发放调查表和现场考察方式。结果共调查333家单位,49.85%制订了公共卫生应急预案,21.92%制订了核/放射应急预案。没有专门储备核应急药品,但部分市级以上医院有少量的常规药品。各级卫生机构共有核和辐射应急相关人员768人。各级卫生机构共有571台检测设备。放射性同位素有12种163个。射线装置有16种1023台,其中医用X射线机768台,占射线装置的75.07%。结论应加大核和辐射卫生应急资金投入,建立核和辐射专项经费制度,充分保障核和辐射应急机制的运行。加强核和辐射卫生应急专业队伍建设,吸纳新生力量,强化培训和演练。加强放射性物质和装备的管理,规避风险,确保辐射安全。加大对公众的宣传力度,全面提高应急处置能力。
Objective To investigate the emergency response of nuclear and radiation resources in Hebei province, city and county (spot check) level three health administration, radioactive health agencies and medical institutions to understand the medical emergency response ability of nuclear and radiation accidents in Hebei province. Methods By census and spot checks combined, questionnaires and on-site inspection methods. Results A total of 333 units were surveyed, 49.85% formulated the public health emergency plan, and 21.92% formulated the nuclear / radiation emergency plan. There is no special emergency nuclear stockpile reserve, but some hospitals at the municipal level have a small amount of conventional drugs. Health agencies at all levels have a total of 768 nuclear and radiation emergency related personnel. A total of 571 health institutions at all levels of testing equipment. There are 12 kinds of 163 radioactive isotopes. There are 16 kinds of 1023 sets of radiographic equipment, of which 768 are medical X-ray machines, accounting for 75.07% of the radiographic equipment. Conclusions The emergency funding for nuclear and radiation health should be stepped up and a special funding system for nuclear and radiation should be established to fully guarantee the operation of nuclear and radiation emergency mechanisms. We will intensify the building of a contingent of professionals in emergency response to nuclear and radiation health, absorb freshmen and reinforce training and drills. Strengthen the management of radioactive material and equipment to avoid risks and ensure radiation safety. Increase publicity efforts to comprehensively improve emergency response capabilities.
