(一) 1989年,武汉市治理整顿工作取得了初步成效。但由于资金、能源、原材料、运输、外汇等方面的紧缺和市场疲软的影响,生产速度回落过猛,经济效益下降,企业亏损严重。全市预算内国营企业去年底与上年相比,亏损面扩大83.7%,亏损额上升87.1%。相当一批企业开工不足,生产处于停产和半停产状态,形势十分严竣。面对严峻的经济形势,不少企业不畏困难,向内挖潜,努力创造扭亏为盈的小气候,取得了成效。去年,全市国营工业有12户老亏损企业扭亏为盈,有8户减亏。其成功经验在于:
