随着政府职能转型和社会管理创新的不断深入,作为一种全新的政府治理工具,政府购买公共服务日益成为理论研究和实践改革的重点和热点。无论是中央政府还是地方政府,都在各自层面研究部署、探索实施。但实践中发现,政府对购买公共服务这一政策工具的认识存在一定误区,致使在实践中出现了不同程度的偏差。本文以政府购买拖车服务和政府购买科普服务为典型案例,深入分析了政府在购买公共服务过程中对包括服务定价、预算安排、资源整合、市场构建等关键问题的认识和行为,剖析了此种认识、行为的根源及其局限性,并在此基础上提出了政府在购买公共服务中的职责定位和未来需要努力的方向。
With the transformation of government functions and the continuous innovation of social management, as a brand new government governance tool, the government purchasing public services has increasingly become the focus and hot point of theoretical research and practical reform. Both the central government and local governments are studying deployment at their own level and exploring their implementation. However, it has been found in practice that there is a certain misunderstanding of the government’s understanding of the policy tool for purchasing public services, resulting in different degrees of deviation in practice. In this paper, the government purchase trailer services and government procurement science services as a typical case, the government in-depth analysis of the purchase of public services, including service pricing, budget arrangements, resource integration, market construction and other key issues awareness and behavior analysis of this Cognition and behavior as well as their limitations, and on this basis put forward the direction of the government’s role positioning in the purchase of public services and its future efforts.
