富兰克林·罗斯福对国际联盟的态度表明,他虽然深受威尔逊理想主义的影响,但他是一个务实的理想主义者。罗斯福设计的战后世界新秩序是由美国领导的大国主宰下的集体安全体系,这一点与威尔逊的集体安全思想具有本质的区别。罗斯福的集体安全思想不止在于保证美国成为联合国的一员,更重要的是使联合国成为美国参与国际事务、树立美国领导地位的必不可少的工具。
Franklin Roosevelt’s attitude toward the League of Nations shows that although he is greatly influenced by Wilson’s idealism, he is a pragmatic idealist. The new post-war world order designed by Roosevelt is a collective security system dominated by the United States-led big powers, which is essentially different from Wilson’s concept of collective security. Roosevelt’s concept of collective security goes beyond ensuring that the United States becomes a member of the United Nations. More importantly, it has made the United Nations the indispensable tool for the United States in participating in international affairs and setting the leading position in the United States.
