合理设计应急管理指标体系,对于科学衡量和评价应急管理绩效,指导和推动应急管理工作,具有前提性和基础性的意义。现代应急管理是指处于一定环境中的社会—技术体系,在现代时间—空间坐标下,对各类突发事件(来自自然环境、社会和/或技术体系的)冲击(潜在的和显在的)的应对行动和过程,它是一个依时序而展开的过程系统。遵循这一逻辑,本课题在“社会-技术体系”的分析视角下,分别对应急管理的“预防与应急准备”“监测与预警”“应急处置与救援”“恢复与重建”这四大阶段,进行了指标体系的研究和设计。对于应急管理的总体绩效,则从系统输入和输出的角度进行了总体性指标的设计。
