我国因地下采矿，每年造成塌陷土地有１３３３３ｈａ之多，其中约６６６６ｈａ在平原地区，多为高产良田，是建设“菜蓝子工程”基地。矿区塌陷使矿区周围的农村农民失去生存的基本条件。为安定农民生活，提出重新认识土地的生态生产力，在人类生存与发展中，土地是其他自然资源所不可替代的。本文提出在塌陷区建设生存生态工程，农民重建家园
Due to underground mining in our country, there are 13333ha of collapsed land every year. About 6666ha of them are mostly high-yielding fertile fields in the plains. Mining area collapses the rural farmers around the loss of basic conditions for survival of farmers. In order to stabilize the peasants’ life, it is proposed to re-recognize the ecological productivity of the land. In the survival and development of mankind, land is irreplaceable by other natural resources. This paper proposes to build a living ecological project in the subsidence area so that farmers can rebuild their homeland
