一个国家民族工业的形成和一个企业的发展,并不一定要求自己去开发所有先进的技术,善于利用国际上的先进技术同样也是可行的。据统计,1950~1980年,日本共引进36000余项技术,引进费达115.98亿美元。其引进项目之多,范围之广,超过任何国家。日本的技术95%是引进的,只有约5%是自主开发的。高新技术和“绿色技术”的不断涌现,使相关技术领域原有技术形态在尖端技术、中间技术、初级技术、原始技术梯度排列中,呈现出相对后移且被加速淘汰的态势,其引发的直接效应是导致技术转让费用大幅度降低,这为后发国家引进技术,实现产业技术跨越创
The formation of a country’s national industry and the development of a company do not necessarily require the development of all advanced technologies. It is also feasible to make good use of advanced international technologies. According to statistics, from 1950 to 1980, Japan imported a total of more than 36,000 technologies and introduced a fee of 11.598 billion U.S. dollars. The number of projects it has introduced is extensive and it exceeds any country. 95% of Japan’s technology is introduced, and only about 5% are self-developed. The continuous emergence of high-tech and “green technologies” has enabled the existing technological forms in the relevant technical fields to show a relatively backward and accelerated elimination in the gradient arrangement of cutting-edge technologies, intermediate technologies, primary technologies, and primitive technologies. The direct effect caused is the substantial reduction in technology transfer costs. This introduces technologies for late-developed countries and achieves a breakthrough in industrial technology.
