近年,铁路建设投资呈规模扩张态势,尤其是高速铁路的兴建,引发了大量的社会舆论,相对国民经济发展速度,我国铁路投资规模是“过大”还是“过小”?文章从历史、政治、经济的角度入手,综合国内环境、国际格局,对不同观点进行解读和分析,结果显示:铁路建设投资近年大规模膨胀,是历史发展的必然结果和必然选择,它实质上反映了我国政治经济社会的制度变迁以及国际格局的变迁。因此,要积极、合理引导这部分建设资金的流向,确保铁路运输与国民经济发展速度相适应,充分发挥铁路对经济社会发展的服务保障能力。
In recent years, the scale of investment in railway construction is expanding. Especially the construction of high-speed railway has triggered a great deal of public opinion. Compared with the speed of development of national economy, the scale of railway investment in our country is “too big” or “too small.” From a historical, political and economic point of view, the paper analyzes and analyzes the different perspectives based on the domestic environment and international situation. The results show that the large-scale expansion of investment in railway construction in recent years is an inevitable choice and an inevitable choice for historical development and reflects in essence the China’s political, economic and social system changes as well as changes in the international situation. Therefore, we should actively and rationally guide the flow of this part of the construction funds to ensure that railway transportation is compatible with the pace of national economic development, and give full play to the railway’s ability to support economic and social development.
