农村电网改造3年来,近1900亿元的建设改造资金投资活动已临近尾声,国家电力公司系统克服农村电网改造投资还贷和折旧、维修费用增加的困难,降低了农村电价,提高了对农村电力用户的供电质量,“两改一同价”工作取得了初步成效。但与此同时,农村电网“两改”后涉及的资产与财务问题日益增多,包括如何正确认识农村电网的产权问题,不仅关系到农村电网首期“两改一同价”成果的巩固,也直接影响到下一步农村电网的继续投入和农村电网的进一步发展、壮大。因此,需要对农村电网的产权问题进行辩证分析、理性判断,需要根据农村电网实际情况和社会主义市场经济规则,探讨建立科学、理性的农村电网产权管理制度,以保证农村电网经营管理步入良性循环轨道。本文作者根据以上背景,分析农村电网产权管理现状和存在的问题,提出了独到的见解。期待更多的组织与人员关心农村电网资产产权管理问题,为农村电网资产经营献计献策。
