许运鸿,1945年出生,江苏高邮人,大学文化程度。捕前系浙江省委常委、宁波市委书记兼市长,党的十五届中央委员会侯补委员,浙江省及宁波市人大代表。许运鸿滥用职权的行为暴露以后,1999年9月22日,党的十五届四中全会通过了撤销许运鸿中央候补委员职务、开除其党籍、移交司法机关处理的决定。1999年9月23日,浙江省宁波市人大常委会依法罢免了许运鸿浙江省和宁波市人大代表资
