随着经济发展,水运业凭其运量大、运费低的优点在运输业的比重大增,尤其是沟通南北的京杭大运河,航运之繁忙更位于全国内河航运之首。自2001年12月1日起实施《内河运输船舶标准化管理规定》以来,航道上的船舶越来越大型化,同时,由于连接山东微山湖与苏北运河的中运河江苏段至今仍未进行大规模整治,加之山东每年有大部分时间将该河段作为排涝的主通道,且水利部门与航运部门缺乏沟通,致使沉船事故时有发生,给航运安全带来严重威胁。
