农用车,手扶拖拉机,两轮及三轮载客(货)摩托车长安等微型载客(货)车被称为农村“五小”车辆,近几年数量激增,管理混乱,事故多发,问题很多。各地几经治理整顿,虽有成效,却少有根治。此种情况从下面刊登的几篇文章中可见一斑。“五小”车辆犹如一块臭豆腐其诸多弊端,虽令众人皆谓之“臭”,而农村的车主们却难以割舍,留恋其“香”。原因何在呢? 交通工具的构成,即人们出行采用哪种代步工具,是由经济发展状况和人的生活水平决定的。改革开放以来,我国大中城市和许多县城人们的代步工具已经进入或即将步入以机动车为主的汽车阶段。可是,广大农村乡镇的客货运输市场仍被“五小”车辆所占领。这是农村人财物大流动,人们改变出行条件的交通需求与经济发展、生活水平不适应的必然产物。没有汽车就只好坐农用车拖拉机,不管客货混装和超载,能挤上去出行办事就行。 面对这种情况交通管理和各有关职能部门采取多种措施严格管理,屡屡整顿,乃至取缔,可是按下葫芦起来瓢,问题依旧。症结在哪里?关键在于政府的宏观交通政策。我们不否认人的法制观念、交通安全意识淡溥的因素,但这绝不是问题的全部和关键。也就是说,最根本的是顺应经济发展社会进步的大趋势关心群众利益,满足农村交通需求?
