目的掌握宝安区各街道公共卫生人力资源配置状况。方法采用构成比的方式对人力资源的数量和质量情况进行描述性统计研究,采用基尼系数人口和地理的角度测量各街道公共卫生人力资源的公平性。结果宝安区各街道公共卫生技术人员合计占83.95%,高、中、初级人员的比例分别为10.59%、29.73%和59.68%,以“本科”和“大专”学历人员为主,比例分别为53.14%和26.57%,各街道防保所均为聘用人员,比例高于正式人员,按常住人口分布和按行政区划面积分布的基尼系数分别为0.2520和0.1133。结论公共卫生人力资源总量不足,聘用人员偏多,公共卫生技术人员比例适宜,职称结构有待优化。宝安区各街道公共卫生人力资源分布总体均衡,兼顾了人口拥有量和地域布局的公平性。
Objective To master the distribution of public health human resources in all streets of Bao’an District. Methods The method of compositional ratio was used to make a descriptive statistical study on the quantity and quality of human resources. The fairness of public health human resources in each street was measured by using the Gini coefficient population and geography. Results The total number of public health technicians in each street in Bao’an District accounted for 83.95% of the total. The proportion of senior, middle and junior staff was 10.59%, 29.73% and 59.68% respectively, mainly in “undergraduate” and “college” The proportions were 53.14% and 26.57% respectively. The street protection institutes were hired staffs, accounting for more than regular staff. The Gini coefficients were 0.2520 and 0.1133, respectively, according to the distribution of resident population and the area of administrative divisions. Conclusion The total amount of human resources in public health is not sufficient, the number of employed staff is too large, the proportion of public health technicians is appropriate, and the structure of professional titles needs to be optimized. The overall distribution of public health human resources in all streets of Bao’an District is balanced, taking into account the fairness of population ownership and geographical distribution.
