为了科学计算公路建设项目造价管理绩效,基于投入产出分析提出包括投入因子和产出因子的公路建设项目造价管理绩效计算因子体系,并建立了各因子的计算方法。提出了可比造价的概念,并建立了简化算法;采用因子分析对造价管理绩效计算因子体系进行简化降维和去相关性。基于数据包络分析原理,引入偏好信息,建立具有非期望输出、权重受限的公路建设项目造价管理绩效计算模型,并提出造价管理技术无效项目的效率改进方法。结果表明:实施阶段造价管理薄弱是目前公路建设项目造价管理绩效不高的主要原因,未来应着重加强施工阶段造价监督,严格控制工程建设成本;不同绩效计算方法的比较显示所提出方法算得的结果更符合实际情况。
In order to scientifically calculate the cost management performance of highway construction projects, a calculation system of highway construction project cost management performance including input factor and output factor is proposed based on input-output analysis, and the calculation method of each factor is established. Proposed the concept of comparable cost, and established a simplified algorithm; using factor analysis to simplify and reduce the cost management performance calculation factor system. Based on the theory of data envelopment analysis, the preference information is introduced to establish the cost management performance calculation model of highway construction project with non-expected output and limited weight. The efficiency improvement method of invalid project of cost management technology is proposed. The results show that the weak cost management in the implementation stage is the main reason for the low cost performance of highway construction projects at present. In the future, the supervision of construction cost should be emphasized and the project construction cost should be strictly controlled. The comparison of different performance calculation methods shows the calculated result of the proposed method More in line with the actual situation.
