公共服务外包所具有的减轻政府财政压力、提高公共服务质量等优势决定了其在很长一段时间里将成为我国公共服务领域改革的主旋律。然而,公共服务的外包并不意味着去任务化,政府仍应承担后外包时代的规制责任。政府规制路径的合理构建是保障公共服务外包合法、有效开展的前提。 Public service outsourcing has the advantage of reducing government financial pressure and improving the quality of public service, which determines that it will become the main theme of the reform of public service in our country for a long time. However, the outsourcing of public services does not mean to be mission-oriented, and the government should still assume the regulatory responsibility in the post-outsourcing era.
