企业活力的源泉在于职工的积极性和创造性。前不久,我们通过对煤矿企业一千名职工的问卷征询调查表明,随着企业改革的深化,职工的积极性有了较大幅度提高。认为自己积极性“充分发挥”或“基本发挥”的职工已占到54.5%.比4年前同类职工调查,提高了9.6个百分点。但是仍有占40.2%的职工认为自己积极性“发挥一般”或“基本没发挥”,还有5.4%的职工积极性“远没发挥”。影响积极性发挥的主要困素是: 一、主人翁地位的失落。问卷调查表明,有37.6%的职工认为“合法权益得不到保证”、“对企业决策和管理无发言权”是影响积极性发挥的主要因素。 在职工的主观评价中,感到改革开放以来工人主人翁地位“大有提高”或“有所提高”的只占37.9%;有41.9%的职工感到主人翁地位“有所下降”,还有20.3%的职工认为主人翁地位“大大下降”。对主人翁地位的主观感受,也影响到部分职工对依靠工人阶
