在辐射防护中,正确理解辐射防护的一些基本概念和原则,特别是正确地理解辐射防护中所应用的一些辐射量的概念,对合理的选择辐射监测方法和监测仪表,制定辐射防护和监测计划以及对监测的结果做出恰如其分的解释均是相当重要的。国际辐射单位和测量委员会(ICRU)指出:“概念和定义是根本问题,而单位的选取是次要的,如果对于所观察的量能给于清晰的表达,就能很好地避免含糊不清”。用于辐射防护的辐射量应满足下列要求:
