1、1979年12月2～9日,经国务院批准,由国家建委、国家农委、农业部、建材工业部、国家建工总局,联合在青岛召开了全国农村房屋建设工作会议,这次会议是在房屋建设高潮兴起之时召开的。从实际出发,确定了我国农房建设采取“全面规划,正确引导,依靠群众,自力更生,因地制宜,逐步建设”的方针。同时要求解决以下几个问题:(1)要正确处理生产与生活的关系,重视改善农民的居住条件,大胆地把农房建设抓起
