《森林法》第十三条规定:“国营林业企业事业单位和自然保护区,应当根据林业长远规划,编制森林经营方案,报上级主管部门批准后实行”。这就明确规定了森林经营方案的法定地位和在林业建设上的重要作用,为科学经营森林提供了法律保证。经营森林不同于其它行业,经营周期短则十几年,长则几十年,林业生产单位不仅肩负着生产木材的任务,而且肩负着培育森林,保护生态环境的任务。因此,林业生产的基层单位在开发利用森林资源时,必须自始至终地考虑森林资源的培育和永续利用,要有一个长远战略思想指导下的法定性森林经营方案,谁“当政”都要认真贯彻,不因领导易人而改辙,不因干扰而中断。

Therefore, when developing and utilizing forest resources, the grassroots units of forestry production must consider the cultivation and sustainable use of forest resources from start to finish, and must have a statutory forest management plan under the guidance of long-term strategic thinking, and those who are in “power” must conscientiously implement , Not because of the easy-to-change and without interruption due to interference.
