《案例》 某乡一所新办的初级中学,其校舍为土木结构的木板楼房。楼上为教师宿舍,楼下为教室,整栋楼多处裂缝、破损。经市、县,区检查后确定为危房。按规定应立即封闭、停止使用,但师生员工又无处安置,因而没有做出如何处理的明确决定。尽管学校领导考虑到此危房危及师生员工的生命安全、影响学校教学工作的正常进行,多次向上级口头反映和书面报告,要求改建或重建,但涉及到数万元经费,故都被各级领导推来推去,致使问题拖了几年仍未解决。
