“十一五”期间,我国电网发展面临着巨大的机遇和挑战。降低工程造价,提高项目质量,是电网企业的重要任务。项目后评价是建立科学化、程序化和民主化的投资决策管理体系的重要内容,在改进投资决策管理,完善相关政策措施,提高科学管理水平,为今后项目建设提供经验等方面具有重要作用。全面实施并完善项目后评价制度,深入系统地掌握项目后评价的方法并加以运用,对各级电网企业意义重大。
During the 11th Five-Year Plan, the development of China’s power grid is facing enormous opportunities and challenges. Reduce project cost, improve project quality, power grid enterprises an important task. Post-project evaluation is an important part of establishing a scientific, procedural and democratizing investment decision-making management system. It plays an important role in improving investment decision-making management, perfecting related policies and measures, improving scientific management and providing experience for future project construction. The full implementation and improvement of post-project evaluation system, in-depth and systematic grasp of post-project evaluation methods and their application are of great significance to the power grid enterprises at all levels.
