与世界上大多数国家的行政监察人事制度相比较,目前,我国的行政监察人事制度存在人员引进简单化、人事管理集中化、人员素质欠专业化、人员队伍固定化、激励机制太弱化等方面的问题,大大影响了行政监察效能的发挥。在当前加强行政监督的紧迫形势下,积极扩展人员引进渠道、加强行政监察人事独立、建立更灵活的人员管理机制、加大人员培训力度以及强化激励机制等是完善我国行政监察人事制度,充分发挥行政监察效能的必要举措。

Under the current pressing situation of intensifying administrative supervision, it is necessary to actively expand personnel introduction channels, strengthen the independent supervision of personnel administration, establish a more flexible personnel management mechanism, increase personnel training and strengthen the incentive mechanism so as to improve the personnel supervision system in our country and give full scope to Necessary Measures for the Efficiency of Administrative Supervision.
