抗战时期,党和边区政府先后制定和颁布了一系列较为完善的建设小学教员队伍的方针政策。通过改善小学教员待遇和提高他们的地位、严格的选用和考核、加强师资培训以及教学观摩等多种途径对小学教员队伍进行了有效的建设,取得了巨大成就。小学教员队伍的成功建设,对发展边区教育事业,争取抗战胜利有着重要的战略意义,也对今天的小学教师队伍建设尤其是较为偏僻落后的农村地区的小学教师队伍建设仍有一定的现实意义。
During the war of resistance against Japan, the party and border government successively formulated and promulgated a series of relatively complete principles and policies for building a primary teaching staff. Great achievements have been made in building primary teaching staff through various means such as improving the treatment of primary school teachers and enhancing their status, strict selection and examination, strengthening teacher training and teaching and observation. The successful construction of primary teaching staff plays an important strategic significance in developing educational undertakings in the border area and fighting for the victory in the war of resistance against Japan. It is still of practical significance to the construction of the primary school teachers contingent in primary schools in rural areas, especially in the remote and backward areas.
