国家人事部流动调配司有关负责人于去年11月底在长江流域人才资源开发联席会议上提出,我国人才交流与人才市场发展的第三次高潮已经来临,从事人事管理、人才服务的部门和机构要努力建立起符合我国国情的人才市场模式。参加这个联席会议的有长江流域34个城市的人事管理和人才中介服务部门,今年的年会在武汉举行。参加会议的代表们认为,改革开放初期“统包统配”的旧体制被打破是人才流动的第一次高潮;“南巡”讲话发表后,1993年首届全国人才交流大会的举办是第二次高潮的标志;第三次高潮的来临和出现,是“十五”大召开的必然结果。
