建立完善的社会保障体制是企业改革的需要,是建立市场经济必不可少的物质前提,这一点早已形成共识。但是不得不承认,社会保障制度改革的步伐比较缓慢,已经影响国有企业改革的推进。社会保障专家指出,制约因素一是管理体制混乱,相互掣肘,二是基金严重不足,难以满足需求。 本届政府结束了五龙治水的局面,社会保障管理体制终于统一。在一片赞许声中,基金不足问题愈加突出出来。政协九届一次会议期间,委员们在关注企业改革和职工下岗再就业的同时,敏锐地发现资金短缺已成为社会保障功能不全、水平较低的主要因素,或大会发言或提出提案,纷纷呼吁建立补偿机制,广开筹资渠道,充实社会保障基金,加快社会保障制度建设。
Establishing and perfecting the social security system is the need of enterprise reform and an indispensable material premise for the establishment of a market economy. This has long been the consensus reached. However, we must admit that the pace of reform of the social security system is relatively slow and it has already affected the progress of state-owned enterprise reform. Social security experts pointed out that the first constraint is the chaotic management system, mutual constraints, the second is a serious shortage of funds, it is difficult to meet the demand. The current government ended Wulong flood control situation, social security management system finally unified. In a praise sound, the problem of insufficient funds has become more and more prominent. During the first session of the Ninth CPPCC National Committee, while paying attention to the reform of enterprises and re-employment of laid-off workers, members were keen to find out that shortage of funds has become a major factor in the incompleteness and low level of social security functions, or the assembly made speeches or proposed proposals. They all called for establishing Compensation mechanism, widely open up financing channels, enrich the social security fund, accelerate the construction of social security system.
