为此,卡拉汉把到莫斯科来谈判的中国代表团团长请到外交人民委员会。莫德惠宣称,满洲“事变”使中苏关系的正常化更为必要了。然而,中国代表团团长拒绝讨论这个问题,因为,南京方面没有相应的指示。但同时他又补充说:“中国并不好战,目前也没有丝毫要和日本进行战争的愿望。日本是一个强大而又富有侵略性的帝国主义大国。我深信中国并不打算对日作战。”(资料5.14卷,528页)。苏联政府很理解中国政府所面临的复杂的形势。
To this end, Callahan invited the head of the Chinese delegation to Moscow for negotiations to the Diplomatic People’s Committee. Maudehui claimed that the “incident” in Manchuria made the normalization of Sino-Soviet relations even more necessary. However, the head of the Chinese delegation refused to discuss the issue because there was no corresponding directive from Nanjing. At the same time, however, he added: “China is not militant and there is currently no aspiration for a war with Japan, a strong and aggressive imperialist power and I am convinced that China is not going to fight against Japan. ”(Vol. 5.14, p. 528). The Soviet government understands the complicated situation confronting the Chinese government.
