管仲是我国春秋时期最著名的政治家,鲍书牙说:“若必治国家者,则管夷吾乎?”管仲治国有两个中心,即富国与强兵。围绕这两个中心建构起选贤与能、君臣之道、牧民等为主要环节的治国思想系统。今分论如次: 第一、富国思想。管仲首先认识到“经济”因素对于安邦定国的巨大效能。他认为欲“错国于不倾”,须“积于不涸之仓,藏于不竭之府”。意即富国必须发展经济,而发展经济又必须创造一个安定的社会环境。因而管仲把安国放在治国的首位。《国语·齐语》载有齐桓公与管仲的一段对话:
Guanzhong was the most famous politician during the Spring and Autumn Period in China. Bao Shushe said: “If we rule the country, then we control the barbarians.” Guan Zhongzhi has two centers, the rich country and the strong soldier. Around these two centers, we have constructed a system of governing the country as the main link of choosing and employing ethics and energy, monarchy and pastoralism. This is divided into the following: First, the idea of rich countries. Guan Zhong first recognized the “economic” factor for the country’s great performance Ampang. He believes that “wanting to be the wrong country does not dump” must “accumulate in the warehouse that does not hell up and store it in an inexhaustible house.” In other words, rich countries must develop their economy and economic development must create a stable social environment.
