2000年底,印度航天研究组织(ISRO)得到政府批准,开始研制印度第一颗专用的地球静止轨道气象卫星,用于龙卷风预警和气象预报。 目前,印度没有专用的地球静止轨道气象卫星,现有的Insat系列卫星在携带气象观测载荷的同时,也携带通信载荷,是一种组合功能的卫星。由于卫星总质量的限制,两种载荷只能互相迁就,不但限制了各自的功能,还增加了故障风险。由于卫星上只有一套气象观测设备,没有备份,一旦该套设备出现故障,整颗卫星的气象观测功能都将失去。
At the end of 2000, the Indian Aerospace Research Organization (ISRO) received government approval to start developing India’s first dedicated geostationary orbit meteorological satellite for tornado warning and weather forecasting. At present, India does not have a dedicated geostationary orbit meteorological satellite. The existing Insat series satellites also carry communication payloads while carrying meteorological observational loads. They are a combination satellite. Due to the limitation of the total mass of satellites, the two loads can only co-operate with each other, not only limiting their respective functions but also increasing the risk of failure. Since there is only one set of weather observation equipment on the satellite, there is no backup. Once the set of equipment fails, the meteorological observation function of the whole satellite will be lost.
