随着国家加大对小型农田水利的建设,改革探索、试点、政策出台及继续探索完善是新机制建立完善过程中的四个主要阶段。在实际工作中存在诸如农田水利工程产权制度改革、计收农业灌溉费用及农田水利建设规划等很多问题有待于深入研究,提出有效措施,以实现小型农田水利建设新机制的建立及完善。
As the state increases the construction of small-scale irrigation and water conservancy projects, the four main phases in the process of establishing and perfecting the new mechanism are the exploration and experiment of reform, the introduction of pilot projects, the introduction of policies and the continuous exploration and improvement. In practice, there are many problems such as the reform of property right system of farmland water conservancy project, the calculation of agricultural irrigation fee and the planning of farmland water conservancy construction, which needs to be studied in depth and put forward effective measures to establish and perfect the new mechanism of water conservancy construction in small farmland.
