1979年,中国邮票总公司正式成立。邮电部为总公司明确规定了方针任务:“提高邮票设计和印制质量,搞好邮票发行和扩大邮票出口,充分发挥邮票在宣传我国社会主义革命和建设的成就、促进国际交往序的重要作用。”此后,集邮业务迅速发展。 1983年9月,经全国第二次邮票公司经理会议研究确定,随后经邮电部批准颁行,集邮业务的方针任务是:“为集邮者服务,对集邮者负责,为两个文明建设多做贡献。”这一方针任务的贯彻执行,在全国出现了“集邮热”。但是也带来一些新的问题,主要问题是纪念票和特种邮票供不应求,销售渠道不够畅通,服务网点严重不足,一些邮票贩子乘机钻营抢购,就地高价倒卖。据各地反映,每当发行新邮票之日,集邮公司门前,人山人海,交通阻塞,秩序混乱,挤破玻璃柜台,撞倒铁栏杆,严重影响社会秩序和治安。群众“买票难”和集邮公司“卖票难”的问题,近两年来始终没有得到妥善解决。对怎样解决“买票难”的问题,在邮票公司内部主要有两种不同意见。一种意见主张扩大邮票发行,
