建设大集团是一个大的系统工程,其中重组上市是核心工程,主辅分离是基础工程,改革调整是关键工程,扩大再就业是保障工程。中航第二集团公司调整重组建设大集团采取“三步走”的思路:第一步,鼓励单个企业股份制改造和上市;第二步,将优良资产重组后择机在境内外上市;第三步,采取“滚雪球”的办法,继续创造条件,争取单个企业上市,或通过增资扩股,将优良资产不断注入上市公司,同时要搞好主辅分离、调整优化和破产重组,产生新的活力。本文结合中航第二集团公司的实际情况,对为什么要建设大集团;建设一个什么样的大集团,怎样建设大集团等问题提出一些看法。
