黑龙江省哈尔滨市南岗区总工会在推行“两个普遍”的过程中,侧重在行业中普遍开展工资集体协商。在工作实践中,坚持高标准、高效率,创新思路、创新机制、创新方法,收到了良好效果。创新思路科学谋划在奠定基础上下功夫开展行业工资集体协商,对维护职工工资权益更有针对性,因此南岗区总工会把此项工作作为首要任务来抓。一是成立了行业开展“两个普遍”工作推进小组。组长由工会主席担任,副组长由一名正处级调研员和一名副主席担任,成员由相关部门负责人组成。主要任务是专门负责行业工会组建和开展行业工资集体协商的推进工作。二是
