上海港口协会赴美国港口考察团一行十一人,于2002年11月24日至12月7日重点考察了美国东海岸的纽约/新泽西港和西海岸的洛杉矶港。 通过访问与交流,我们对美国港口以及海铁联运的建设和管理状况有了一个初步的认识和了解,也学到了一些先进的经验,有些很值得我们在今后的管理和发展中借鉴。 一、美国港口的经营管理体制与我国港口目前的体制截然不同 纽约/新泽西、洛杉矶的港务局都作为市政府下属的公益性管理部门,但实行独立经济核算。主要职责是参与港口的规划和航道疏浚、码头前沿等基础设施建设(包括围海造地),但不参与码头的日常性业务经营活动。港务局将码头建成后,主要租
Shanghai Port Association delegation to the United States for a visit to the United States delegation of 11 people, from November 24, 2002 to December 7, focused on the United States on the east coast of New York / New Jersey Harbor and the West Coast of Los Angeles.
