德国和日本作为对第二次世界大战的爆发负有不可推卸责任的国家,在战争赔偿问题上表现出截然相反的态度:德国认真、积极,日本推诿、消极,甚至拒绝赔偿。两国在战争赔偿问题上表现迥异的原因是多方面的:两国所承受的来自占领国的压力不同;两国在美国罗织的遏制共产主义的防护网上所处位置和所起作用不同;德国有来自苏联以及犹太民族和以色列的强大压力,日本则没有;两国的外交政策及其目标不同;两国政府及国民对战争反省的程度不同。
