在基层调查,我们发现有些同志对防火安全检查问题缺乏全面辨证的认识,错误地把防火检查同一些毫无作用的检查并列起来,同服务服从于经济建设对立起来。一说防火检查,就心有余悸,怕这怕那。这种现象产生的原因,说到底是忽略了对防火检查本质要求的辨证思考。 消防工作中的防火检查,不是谁凭空想出而是以国家的法律作为检查依据的。根据《中华人民共和国消防条例》的规定,消防监督是国家赋予公安消防监督机关的基本职能。而防火检查正是履行这种职能的一个重要方面。检查,即查看、查考的意思。防火检查就是依据消防规章条例和消防技术规范,对被检查对象的防火工作情况进行查看查考并提出相应意见的过程。实践证明,防火检查是发现和消除火险隐患,落实消防措施,预防火灾事故的重要手段,也是发动群众共同做好防火安全工作的一种有效形式。在正确认识防火安全检查问题上,我们首先要摆正监督与服务的关系。消防的发展离不开经济的发展;经济建设的发展,需要消防为之创造良好的安全环境。这种安全环境的创造本身就是一种服务,一种最好的服务。因此,切实搞好防火安全检查,寓监督于检查之中,在检查中搞好服务,消除各种火险隐患,为经济建设创造良好的安全环境,就是服从服务于经济建设,就是为经济建设保驾护航。
