在军队工程建设中,传统的重施工、技术和结算的管理思路,难以保证工程的顺利进行和质量,必须加强工程全程管控。设计阶段重点是优化设计、预先控制;招标阶段要明确造价方式、调整价款及确定工程变更结算方式;实施阶段必须健全工程变更审批制度、做好工程计量、计价与支付管理工作;竣工阶段则要抓住竣工资料核对、现场勘察、全面计算工程量、材料价格复核等工作。
In the construction of military engineering, the traditional management ideas of heavy construction, technology and settlement hardly ensure the smooth progress and quality of the project and must be strengthened throughout the entire project.
