目前中国的粮食安全面临着水土资源先天不足、耕地面积逐年减少、国内粮食消费需求刚性增长、国际粮食供给风险加大、粮食生产流通与储备不协调性日渐凸显、科技潜力未能充分发挥、粮农种粮积极性减弱、粮食浪费严重等多方面的严峻挑战。中国应该从保护水土资源、优化粮食生产区域布局与调整供给结构、促进粮食专业化与产业化经营、继续推进粮食流通与储备管理制度改革、加大科技支持、立足国内保证粮食有效供给、有效利用国际市场等方面构建符合中国国情的粮食安全保障体系。
At present, China’s food security faces the inherent shortage of water and soil resources, the area of arable land declines year by year, the rigid growth of domestic grain consumption demand, the increased risk of the international food supply, the incompatibility of grain production, circulation and reserve becoming increasingly prominent, and the potential of science and technology failed to be fully exploited. Weakened grain enthusiasm, serious food waste and many other serious challenges. China should continue to promote the reform of grain circulation and reserve management system, increase scientific and technological support from the aspects of protecting water and land resources, optimizing the layout and adjustment of the supply structure of grain production areas, promoting specialization and industrialization of grain production, and making effective use of the effective domestic supply of grain International markets and other aspects of building a food security system in line with China’s national conditions.
