加强中青年领导干部思想政治素质的建设，是党的事业继往开来的重要保证，关系到党的命运和国家的前途。针对中青年领导干部思想政治素质现状，必须加强引导，促使科学认识政治内涵，加大教育力度，并从组织上健全培养体系，保证中青年领导干部成为政治上合格、作风上过硬，跨世纪的优秀人才。
