失业保险制度是社会保障体系的重要内容之一,建立符合我国国情的科学失业保险金标准,是经济社会发展的必然要求。本文通过对现阶段我国各省市确定失业保险金标准的方法进行分析比较,指出了现存确立标准方法的优劣之处。提出在遵循公平原则、保障原则、权利义务对等原则和激励原则的前提下,建立工资关联型失业保险金标准的新方法。
The unemployment insurance system is one of the important contents of the social security system. Establishing a scientific unemployment insurance standard that is in keeping with China’s national conditions is a necessary requirement of economic and social development. This article analyzes and compares the methods of determining the unemployment insurance standard of all provinces and cities in our country at this stage, and points out the advantages and disadvantages of the existing standard methods. It puts forward a new method to set up the standard of unemployment insurance premium of wage-related under the premise of observing the principle of fairness, safeguarding principle, rights and obligations equal principle and incentive principle.
