黑龙江省牡丹江市两级法院实行目标管理始于去年初,是在原来庭室和干警个人岗位责任制以及宁安县法院目标管理的基础上发展起来的。实行目标管理,就是依照审判机关的职能和上级法院的要求,结合本地实际,由中院确定总体奋斗目标,并把总体目标具体分解,对结案率、办案质量、信访申诉、调查研究、综合治理、司法行政、队伍建设等方面,提出应该达到的数量和质量要求,相应落实到院、庭两级,使之与原有的岗位责任制成龙配套,形成一个上自中院院长下到基层庭室干警的严密完整的目标管理
