最近,我们对我市55家大中型企业进行了调查,听到了厂长们不少难言的苦衷和急切的呼吁。归纳起来,要搞活大中型企业,除需要企业苦练“内功”,改革内部机制外,对外部环境的改善,他们有八盼:一盼政策倾斜。现行有不少经济政策捆住了大中型企业的手脚,使之不能平等地参与市场竞争,制约着大中型企业活力的发挥和对国家贡献的增加。厂长们反映,价格、税收、信贷等经济杠杆都倾斜到集体、乡镇企业上去了。 Recently, we conducted surveys of 55 large and medium-sized enterprises in the city and heard the many unspeakable difficulties and eager appeals of the factory managers. To sum up, in order to invigorate large and medium-sized enterprises, in addition to the need for companies to develop “internal strength” and reform internal mechanisms, they have five hopes for the improvement of the external environment. Many current economic policies tie the hands of large and medium-sized enterprises, making them unable to participate equally in market competition and restricting the vitality of large and medium-sized enterprises and their contribution to the country. The factory managers reflected that economic, price, taxation, credit, and other economic levers were tilted to collectives and township enterprises.
